Broker launch data, 25 October 2026: sales expected from 30 October (the date is still provisional), a launch price list from $225K (AED 839,777) and an EOI of $13K (AED 50K). Not in the DLD register snapshot of 24 October 2026.
Empire Jebel Ali — called Empire Down Town Jebel Ali on the developer's brochure — is a mixed-use building by Empire Developments on Jebel Ali Central Street, close to Sheikh Zayed Road. It rises from a ground floor with two showrooms and a retail unit, through four podium floors of parking, to nine residential floors of studios and one- to three-bedroom apartments. Broker launch data of 25 October 2026 expects sales to start on 30 October 2026; the same card says the launch date will be announced later, so the date is provisional. The EOI is $13K (AED 50K), per broker launch data. The launch price list runs from $225K (AED 839,777) for a studio to $620K (AED 2,279,777) for a 3-bedroom, and these are the Plan 2 prices. Both payment plans take 20% at booking and continue after the keys: 42% over 3.5 years, or 27.5% over 55 months. The handover target is 31 December 2029. The project has no record in the DLD projects register snapshot of 24 October 2026, so there is no project number or escrow account to check yet.

Before paying anything beyond the EOI, ask for three things in writing: the DLD project number, the escrow account's name and bank, and the EOI refund terms — then look the number up in DLD's public projects register. The AED 1,050 Oqood fee in both payment plans is for entering your unit in DLD's off-plan register, which can only happen once the project itself is filed.

| Layout | From (launch price list) | Up to | Average AED per sq ft |
|---|---|---|---|
| Studio | $225K (AED 839,777) | $235K (AED 874,777) | AED 2,295.85 |
| 1 bedroom | $335K (AED 1,239,777) | $355K (AED 1,319,777) | AED 1,762.16 |

| Retail (one unit) | $3.53M (AED 12,999,777) | single unit | — |
The broker card notes that these are maximum prices and correspond to Payment Plan 2 (55 months after handover); prices under Plan 1 are quoted on request, so ask for both before choosing a plan. Unit sizes in the launch data run from 372.75 sq ft to 4,370.79 sq ft. The top of that range fits the retail unit: its price divided by that area gives AED 2,974.24 per sq ft, the highest rate on the card.
Against Downtown Jebel Ali as a whole, in the same broker database:
| Layout | Empire Jebel Ali, average per sq ft | Downtown Jebel Ali, average per sq ft |
|---|---|---|
| Studio | AED 2,295.85 | AED 1,884.05 |
| 1 bedroom | AED 1,762.16 | AED 1,678.07 |
| 2 bedrooms | AED 1,539.41 | AED 1,447.98 |
For 3-bedrooms the database gives no per-foot average. Empire's 3-bed list starts at $600K (AED 2,209,777); the cheapest 3-bed listed for the district starts at $600K (AED 2,208,000).

Both plans open the same way: 20% of the price at booking, together with the 4% DLD fee, an AED 5,290 admin fee and an AED 1,050 Oqood fee. They differ in how the remaining 80% is spread:
| Stage | Plan 1 · 3.5 years after handover | Plan 2 · 55 months after handover |
|---|---|---|
| Booking | 20% + fees | 20% + fees |
| During construction | 38% — 1% a month | 41% — 0.5% a month, plus 12% in month 12 and 10% in month 24 |
| On completion | — | 11.5% |
| After handover | 42% — 1% a month | 27.5% — 0.5% a month |
| Paid by handover | 58% | 72.5% |
On the entry studio at $225K (AED 839,777) — a Plan 2 price — booking comes to about $56K (AED 207,886): 20% of the price (AED 167,955), the 4% DLD fee (AED 33,591) and the two fixed fees.
After the booking payment, Plan 1 is an even 1% a month through construction and after handover, with nothing due on completion. Plan 2 halves the monthly amount but adds two lump sums (12% and 10%) and 11.5% on completion. The launch data lists bank cheque, card, cash, bank transfer and crypto as accepted payment methods (see buying with crypto); for how such plans compare across Dubai, see off-plan payment plans.
Source: payment plans from broker launch data (GenieMap), 25 Oct 2026. “Paid by handover” is our sum of the plan stages. The card does not say whether month 12 and month 24 count from booking or from the start of sales — ask. The post-handover instalments start after handover.
| Level | What is there |
|---|---|
| Ground floor | Two showrooms, one retail unit, and the residential entrance with a reception desk, lobby and waiting lounge |
| Podium, 4 floors | Indoor parking |
| Podium amenities | Outdoor swimming pool, terrace with seating areas, BBQ facilities |
| Floors 1–9 | Studios and 1–3 bedroom apartments; selected homes have balconies or terraces with glass balustrades |
| Indoors | Gym; separate saunas for men and women |
Layouts include a kitchen, living and dining area, bedrooms and bathrooms. The architecture is described as contemporary: pronounced vertical lines, panoramic glazing and a podium in a contrasting finish, as the street render below shows.
The card's amenity tags go further than the description — tennis and paddle courts, jogging tracks, roof gardens and a spa. The developer's own text does not mention them, so treat them as unconfirmed until you see them in the brochure.
Developer documents in the launch data: typical floor plans, individual floor plans, elevation renders, a fact sheet and a brochure. Ask and we will send them.

The building stands on Jebel Ali Central Street in Downtown Jebel Ali, a mixed-use district of homes, offices and shops along Sheikh Zayed Road (E11), near Jebel Ali Free Zone (JAFZA). Travel times from the developer's description:

|---|---|
| Life Pharmacy Metro Station | 1 minute |
| Sheikh Zayed Road | 2 minutes |
| Ibn Battuta Mall | 10 minutes |
| Jebel Ali Free Zone, Expo City Dubai, Al Maktoum International Airport | Within 15 minutes |

Three Samana buildings in the same district are already in the register. Their entries show what Empire Jebel Ali should get once it is filed — a project number, a building description, a completion date and an escrow account:
| Project | DLD # | Building (filed) | Units | Approved | Completion (filed) | Escrow |
|---|---|---|---|---|---|---|
| Portside by Samana Developers | 4505 | G+3P+8+R | 148 | 6 Aug 2026 | 30 Jun 2029 | Opened |
| Portside 2 by Samana Developers | 4506 | B+G+3P+20+R | 279 | 15 Sep 2026 | 31 Dec 2029 | Opened |
| Samana Downtown One | 4507 | B+G+3P+20+R, mixed use | 257 | 30 Sep 2026 | 31 Dec 2029 | Opened |
Empire's handover target of 31 December 2029 is the same date Portside 2 and Downtown One have filed for completion — but for Empire it comes from the sales sheet, not from a DLD filing.

We will send the launch price list for both payment plans, the typical and individual floor plans and the fact sheet — and tell you when the project shows up in the DLD register.
Broker launch data of 25 October 2026 expects sales to start on 30 October 2026. The project description in the same data says the launch date will be announced later, so treat 30 October as provisional. The expression of interest (EOI) is $13K (AED 50K), per broker launch data.
On the launch price list in broker launch data of 25 October 2026: studios from $225K (AED 839,777), 1-bedrooms from $335K (AED 1,239,777), 2-bedrooms from $490K (AED 1,809,777) and 3-bedrooms from $600K (AED 2,209,777) up to $620K (AED 2,279,777). These are Plan 2 prices, which the card describes as the maximum; prices under Plan 1 are given on request.
Two, per broker launch data. Plan 1: 20% at booking, 38% during construction at 1% a month, then 42% after handover at 1% a month (3.5 years). Plan 2: 20% at booking, 41% during construction (0.5% a month plus 12% in month 12 and 10% in month 24), 11.5% on completion and 27.5% after handover at 0.5% a month (55 months). Both add the 4% DLD fee, an AED 5,290 admin fee and an AED 1,050 Oqood fee at booking.
The launch data gives the amount — $13K (AED 50K) — but not the refund terms. Before paying, ask whether the EOI is returned if you do not book and whether it counts towards the 20% booking payment, and get both answers in writing.
Not in the data we hold: the DLD projects register snapshot of 24 October 2026 has no project under this name, and the DLD number on the broker card is empty. Until there is a project number and an escrow account, we would not pay more than the EOI; check the register again before booking.
Broker launch data gives a handover target of 31 December 2029. There is no DLD-filed completion date to check it against: the project is not in the register snapshot of 24 October 2026.

The developer description puts Life Pharmacy Metro Station 1 minute away, Ibn Battuta Mall 10 minutes, Jebel Ali Free Zone, Expo City Dubai and Al Maktoum International Airport within 15 minutes, and Palm Jebel Ali 20 minutes.
No. Empire Estates (#2778, Al Barshaa South Third) and Empire Gardens (#4246, Wadi Al Safa 5) are separate projects in the DLD register, filed by Empire Real Estate Developments L.L.C and Empire Gardens Real Estate Development L.L.C; in the data we hold, their link to Empire Developments is by name only. “Empire Down Town Jebel Ali”, the name on the developer's brochure, is this project.
The launch data lists a service charge of 14 with no unit — most likely AED per sq ft; confirm it before booking. The ownership type field is empty, so freehold is not stated: ask the developer to confirm the title type in writing.
Leave your details — we will send the price list for both payment plans and the floor plans, and confirm the DLD project number once it is filed. Free; we reply within an hour.
