The ready resale market is far broader: H1 2026 registrations explicitly tagged as penthouses include the Fairmont Palm Residence at AED 17M, Panorama in The Greens at AED 11M, Golden Mile on the Palm at AED 8.9M and Cayan Tower in Dubai Marina at AED 5.9–6.8M — with entry-level penthouse resales in JBR recorded from ~AED 2.4M.

What the DLD file says about Dubai's penthouse market
A quirk of the registry first: the DLD almost never labels a unit "penthouse" — across January–July 2026 only 18 registrations carry the explicit tag, median AED 7,355,018, and every single one was a resale rather than an off-plan launch. So the honest way to read the top of the market is the AED 10M+ apartment segment: 857 registered sales — 1.10% of all 77,666 apartment deals — with a median of AED 15,784,584 at AED 5,094 per sq ft, almost three times the citywide median of 1,720.
Where AED 10M+ sells
Budgets that clear
79% of these registrations were off-plan (680 of 857) against 76% citywide — new branded towers, not resales, set the pace at the top. The record of the period is AED 422M for a 2,899 m² six-bedroom at Aman Residences Dubai, the largest apartment deal in the file, followed by a second Aman unit at AED 356M and The Alba Residences by Omniyat at AED 226M. The trend matters too: the segment ran at about 150 registrations a month through Q1, dropped to 74 in May and 82 in June as the correction reached the very top, then recovered to 104 in July.

Portals show asking prices. This is the other side: every single unit the Dubai Land Department registered under the explicit penthouse label between 1 January and 31 July 2026 — what was paid, how big it was, and where. Eighteen deals in seven months, median AED 7,355,018, from AED 1.55M to AED 17M.

Read it and the market's shape appears immediately. Palm Jumeirah took 6 of the 18 and five of those were in Golden Mile, where the same ~3,946 ft² floorplan changed hands four times between January and July at AED 7.6M, 7.95M, 8.4M and 8.925M — a tight, liquid, repeatable price. Jumeirah Beach Residence contributed five, Dubai Marina four (all in Cayan Tower). And the cheapest penthouse registered anywhere in Dubai was AED 1,550,000 in Lake View, JLT — 1,217 ft², about $422,000. If a portal quotes you "penthouses from AED 5M", that is the asking market, not the registry.
Three prices for the same word
"Penthouse" in Dubai means three different markets depending on who is using the word, and they price differently per square foot:

The useful surprise is in the last column but one. The units the registry actually calls penthouses trade at AED 2,115 per sq ft — cheaper per foot than new four-bedroom apartments (3,203) and less than half the trophy tier (5,094). The reason is age: the labelled stock is resale in buildings from the 2000s and 2010s — Golden Mile, Cayan Tower, Panorama, Fairmont Palm — while the four-bedroom and AED 10M+ segments are dominated by new branded launches at 61% and 79% off-plan. The cheapest route to a genuine Dubai penthouse is the resale market, and it is the one part of the top end where you can see exactly what the neighbours paid.
Where the big units are is a different map from where the labelled penthouses are: by four-bedroom-plus volume it runs Downtown / Burj Khalifa (49 deals, median AED 27.8M), Palm Jumeirah (46, AED 39.0M), Business Bay (37, AED 13.5M), Palm Deira (36, AED 9.96M), Dubai Marina (34, AED 5.0M) and Motor City (31, AED 4.17M) — the last two showing that "large apartment" and "luxury" are not the same purchase.
