HRE Development
A contractor of three decades that became a developer in 2024 — and handed over its first tower six months early.
What HRE Development actually sold
Source: DLD registered sales, Jan–Jun 2026, our own aggregation. Projects are matched to the developer by registered project name, verified against the registered area — figures cover what actually changed hands, not asking prices. Headline figures count homes only (apartments, villas and townhouses); land plots are reported separately.

Who they are
Founded on three decades of UAE contracting and chaired by Mohamed Adib Hijazi, HRE Development moved into development with the Skyhills Residences towers in Dubai Science Park, followed by Sakura Gardens — a resort-style community in Falcon City with half its area given over to greenery — and Wadi Hills.
HRE's argument is delivery, and unusually it has evidence: Skyhills Residences 1, its first project as a developer, started handover six months ahead of contract — a rarity in a market where delays are the norm. The reason it can do this is structural: the company built towers for other developers for thirty years, so design, construction and execution sit inside one business rather than across three contracts. The counterweight: 100% of its H1 sales were off-plan and the track record as a developer, as opposed to a builder, is exactly one delivered project.

Common questions
How many properties did HRE Development sell in Dubai in 2026?
The Dubai Land Department registered 532 home sales in HRE Development projects between January and June 2026, totalling AED 862.8M. The median registered price was AED 1,391,750 at 1,653 AED per sqft, and 100% of sales were off-plan.
Is HRE Development expensive compared with the rest of Dubai?
Its median works out at 1,653 AED per sqft against a citywide median of AED 1,725 per sqft across 65,518 registered apartment sales in H1 2026. The median HRE Development deal was AED 1,391,750; the largest single registration in the period was AED 14,041,720.
Which HRE Development projects sell the most?
By registered sales in H1 2026: Skyhills Astra by HRE (230), Sakura Gardens by HRE (153), Wadi Hills by HRE (46). High transaction counts mean easier resale, but also more competing units when you exit.
Can a non-resident buy from HRE Development remotely?
Yes. Foreign buyers can purchase in Dubai's freehold zones without residency, and the deal is registered with the DLD in dirhams — a power of attorney allows the whole process to be done without flying in. Purchases at or above AED 2M can qualify for the 10-year Golden Visa.
Where do these numbers come from?
From individual sales registered with the Dubai Land Department (open data), January–June 2026, aggregated by us. Projects are attributed to the developer by their registered project name and checked against the registered area. These are prices buyers actually paid, which usually sit below portal asking prices.
